Author of the Flathead Odyssey Duology

Why This Duology?
The Flathead Odyssey Duology thoroughly explores the legal, cultural, and governance challenges facing the Flathead Indian Reservation in Montana. This two-book collection provides a detailed look into the complex dynamics of policing, public policy, and the evolving legal framework surrounding American Indian law.
In “The Odyssey of the Flathead Indian Reservation & Public Law 280”, readers will delve into the history of Western Montana and the Confederated Salish and Kootenai Tribes and the impact of Public Law 280 on the Flathead Reservation. This law has shaped the landscape of law enforcement and public policy in the region, influencing the daily lives of both Indigenous and non-Indigenous populations.

“An Odyssey of American Indian Case Law” complements the first book by offering an in-depth look at 98 critical legal cases and precedents that have shaped American Indian law over the past two centuries. Together, these books form an essential resource for understanding the historical, legal, and cultural complexities of Indian Country, with a particular focus on Western Montana.
In the Press

"So that’s why I like what you’re doing, because you’re offering up an opportunity for people to be informed. A story told through the eyes of a law enforcement officer is plain and obvious. You’re telling compelling reasons why we should have jurisdictional issues articulated with precision and that people agree to and feel vindicated by the arrangement. That’s why your work is so important, it’s a peace mission. I don’t know another cop in the United States of America who is intellectually interested in these topics. The notion that a lifelong law enforcement officer is writing a book on tribal jurisdiction is worth reading."
- Marc Racicot, 21st Governor of Montana (1993 - 2001)
"The author’s ability to provide the local history, broken treaties, and the treatment of local native tribes is unbiased and informative. From the formation of statehood to present-day Montana, we understand the history of policing in a region that once was only populated for centuries by native people."
- Richard Blake, Chief Judge of the Hoopa Valley Tribal Court
